With funds from abroad waiting to be used for rehabilitation and reconstruction work, the Government appears to be more keen  in re drawing the controversial provincial boundaries resulting in a serious law and order situation in the south rather than take urgent measures to start the reconstruction work in all seriousness.

On 31st August in Birgunj, the Police had to open fire on an unruly mob resulting in the death of one Dilip Charasiya.  The demonstrators had defied the curfew order and in the scuffle between the Police and the protestors, more than 25 persons were injured.  This included six Policemen too.

I had always maintained that without solving the contentious issue of the delineation of provinces, the drafting of the new constitution cannot be completed.  This was the most serious issue affecting the Madhesi and the Janajathi groups and some solution should have been found before the final draft copy was handed over to the Speaker.

The Supreme Court judgement has divided the political leadership and the legal community over- whether the judgement is political in character and whether the Supreme Court has overstepped its jurisdiction in calling for a halt in constitution making.

On 19 June, a Single bench of the Supreme Court issued an interim order temporarily halting the implementation of a deal ( called 16 point agreement) made on June 8 by the four major political parties.

On 8 June, the four major parties- the Nepali Congress, the UML, the UCPN (Maoist) of Dahal and Madhesi Janadhikar Forum ( dem) of Vijay Gacchadar concluded a sixteen-point agreement on the new constitution.

Within the twinkling of an eye, the 25/4 earthquake of 7.9 magnitude was able to bring incalculable miseries to the people of Nepal. With its epicenter in Lamjung near Pokhara in Western Nepal, the earthquake directly or indirectly affected the lives of more than eight million of the country's total population of 28 million.
